Microsoft 365 EWS Error Quota Exceeded

Problem

When attempting to recover Microsoft 365 items, the following error message is displayed:

MS EWS ErrorQuotaExceeded

Possible Causes

This error occurs when Microsoft blocks the operation due to quota or limit violations. The most common categories are:

  1. Storage Quotas Exceeded. Any of the following storage areas being full can trigger the error:

    • Mailbox or Archive mailbox quota

    • OneDrive/SharePoint storage quota or Recycle Bin

    • Recoverable Items (Deletions, Versions, Purges) quota — very common

    • Deleted Items folder

  1. EWS Throttling & Request Limits:

    • Too many EWS API calls

    • Too many concurrent recovery operations

    • Daily or per-minute item creation/update limits

  1. Retention or Compliance Holds:

    • Retention policies

    • Litigation Hold

    • eDiscovery/Compliance Case Hold

Solutions

  1. Free mailbox or archive storage:

    1. Delete unnecessary items and empty Deleted Items.

    2. Review and adjust mailbox quotas using Microsoft guidance:

  1. Clean up the Recoverable Items folder. If the Recoverable Items area is full, clean it as described in the following Microsoft’s guide.

    Notes

    • In some cases, ErrorQuotaExceeded may be related to Recoverable Items limits. However, Microsoft does not enforce these limits consistently during restore operations. Cleaning Recoverable Items or upgrading licenses may help in some tenants, but success is not guaranteed.

    • Upgrading the mailbox license (for example, from Microsoft 365 E1 to E5) increases the Recoverable Items quota and may help reduce the likelihood of this error in some environments. However, the quota change is applied asynchronously by Microsoft and does not guarantee immediate or consistent resolution.

  2. Reduce workload to avoid throttling:

    1. Lower concurrent recovery tasks and stagger operations.

    2. Review the Microsoft throttling rules.

    1. Wait 15–30 minutes and retry.
